It's almost entirely a South Tempe phenomenon. Buena Vista Ranchos (where my family has a horse), Tally Ho Farms, Calle de Caballos, and Carver Ranch Estates are the original horse-property pockets — most of them platted in the 1970s before anything else was built around them. They've been protected from densification ever since.
The rule of thumb: 1 to 2.5+ acres, flood irrigation rights, and zoning that lets you keep horses, chickens, or just a quiet front yard the size of a small park. By Phoenix luxury standards, an acre+ is a massive lot — and these neighborhoods are built around it.
